HERE, this is Gherla´s forum and HERE you have to post a new thread following this model:

Nume : (Your name)
Nick : (Your nickname)
IP :  (Your IP adress)
STEAM ID :  (Steam ID, if have one)
Ora/data :  (Hour & Date when you got banned)
Harta :  (Map which you were playing on when go banned)
Adminul care ti-a dat ban :  (Name Of the admin)
Dovada print:  (A screenshot of your consola while trying to connect to Gherla´s server)
Motiv :  (Reason of the ban)

Explain that you are not Romanian and, if were fair play, you will be able to play again on that server.

You don´t have to create another account, lol. You just have to post kind a same thread like this one, but in the correct place

CS16 gaming is a community that has more servers. Each server has a category on this forum, with one accout you can post everywhere you want. If you need more info, please send me a private message.
